There is an additional numbered production tag attached which I believe is in reference to the scene it was worn in or the character that wore it.
The tag is number "13-708" which matches the inner collar which is marked "708". This is made of the same material as all the iconic jumpsuits and uniforms of District 13 making it very recognizable to Hunger Games fans!
